Specific measures depending on the type of establishment being visited will come into force on 15 December 2021 (also available for download).
Staff and contributors
Health pass mandatory (PCR tests must have been taken within the last 72 hours):
- Restaurants / bars
- Hotels
- Performance venue with more than 300 people
Health pass may be required by manager:
- Performance venue with fewer than 300 people
- Sports club
Visitor and customer
Health pass mandatory (PCR tests must have been taken within the last 24 hours):

- Hotels
- Performance venue with more than 300 people
Health pass may be required by manager (PCR tests must have been taken within the last 24 hours):

- Sports club

I MUST require a health pass:

I CAN require a health pass:
- Performance venue with fewer than 300 people

For staff and contributors, health passes will be considered valid if:
- The bearer has been fully vaccinated
- The bearer has returned a negative PCR or antigen test within the last 72 hours
- The bearer has a certificate of recovery from COVID more than 11 days ago and less than 6 months since the last positive test
If the individual does not have a health pass, a document certifying that they have begun their vaccination course will allow them to work in a setting where a health pass is required.
For customers, health passes will be considered valid if:
- The bearer has been fully vaccinated
- The bearer has returned a negative PCR or antigen test within the last 24 hours
- The bearer has a certificate of recovery from COVID more than 11 days ago and less than 6 months since the last positive test
Visitors to Princess Grace Hospital or a Care Home
At their request, the managers of health care and elderly care facilities are authorised to require presentation of a health pass by visitors wishing to access certain services. This does not apply to patients who have an appointment for a medical consultation or who need to visit the accident and emergency unit.
Masks
Masks must be worn outside by everyone aged 5 years or older, at all times and throughout the Principality.
Access to restaurants, bars, nightclubs, cultural venues and shops
- Restaurants:
- Reservations are mandatory in restaurants and tables can seat a maximum of 12 guests (seated service only)
- There must be a distance of at least 1 metre between restaurant tables
- Food and drinks may not be consumed at the bar. However, ORDERING at the bar is permitted
- Moderate background music (limited to 74 dB) is permitted, but dancing is not allowed
- Nightclubs are open subject to the following conditions:
- All guests will need to book in advance and will be required to have a valid health pass (including Monegasque nationals and residents)
- A capacity limit equivalent to the number of seats available will be applied to each establishment
- Staff will need to wear masks during service
- Masks will also be required for customers while queuing, but will no longer be mandatory once inside
- Food and drinks may not be consumed while standing
- Tables must be at least one metre apart
- Dancing and karaoke are suspended
- Stand-up cocktail receptions are now prohibited until further notice
- Like restaurants, performance venues and casinos may once again welcome the public
- At sports halls, performance venues and convention halls, public capacity has been increased from 70% to 100% of seat occupancy. An exemption may be possible on presentation of specific health protocols
- If attendance exceeds 300 people, visitors/spectators will be required to show a health pass
- Shops are open with capacity limited to one person per 4 m²
Please note: anyone arriving from a foreign country remains subject to the conditions for entry to the Principality.
Sport
- The requirement to wear a mask while engaging in indoor sports (except competitions) and school sports is being reintroduced
- Private sports lessons with a coach are permitted
- Outdoor sport is permitted
- Combat and contact sports are suspended
- Amateur sport outside: masks do not need to be worn while engaging in outdoor or water sports, but we strongly recommend that you comply with preventive measures
- Gyms:
- Customer bookings are mandatory
- Masks must be worn by members and staff, including while exercising, except during individual cardio exercise
- The maximum number of people allowed to be in the facility at the same time, including staff, is limited to one person per 4 m2
- School sports:
- Physical education and sports classes are being taught in accordance with the current health measures
- Masks must be worn during sports activities
- School swimming lessons are suspended
Gatherings in public spaces
Gatherings are no longer limitedto 10 people, but we strongly recommend that you comply with preventive measures.
Teleworking
Teleworking is strongly recommended.
Places of worship
Places of worship are open with capacity limited to one person per 4 m².
